Zev Cohen and Associates was responsible for the design and permitting of the project through the City of New Smyrna Beach, the St. Johns Water Management District, the Army Corps of Engineers, the Florida Department of Transportation, the Department of Environmental Protection and Volusia County. The overall site development consisted of 19+ acres, which included the Home Depot parent parcel and two outparcels. The entire complex was master designed to accommodate parking, stormwater and utility needs.
